In late December 2018 the Office of Behavioral Health announced a moratorium on civil admissions
to the Mental Health Institute at Fort Logan (CMHIFL). Under this plan, as patients are discharged
from treatment at Fort Logan their spaces (approximately 94 beds) are to be filled
by individuals charged with a crime who are under orders to undergo competency
restoration to stand trial. In the summer of 2018 Disability Law Center (DLC) had reopened their
lawsuit with the Colorado Department of Human Services (CDHS) for compliance with a
Settlement Agreement reached years ago. This agreement was for CDHS to provide inpatient competency
restoration services within 28 days of a court order or face sanctions and fines.
